Products and Services >> Overview Project and Program Management The MeRITS program is a five year, $17M Firm Fixed Price contract, under which MTS is currently teamed with CRM, to provide program management support to the United States Army Medical Research Material Command (USAMRMC). Under this contract, MTS provides the program management and the knowledgeable and experienced support staff (18 employees) required in meeting USAMRMC’s service requirements for records and electronic data management of documents for pre-clinical and clinical studies. Together, MTS and CRM provide experience in medical research and development, including New Drug Application (NDA), Good Clinical Practices (GCP), Good Laboratory Practices (GLP), and IND. The functions performed include a variety of FDA-regulated capabilities, such as electronic document management, data capture and management, laboratory information management, adverse event reporting and tracking, and standardized dictionary-based data coding. MTS is also providing program and logistics support to the Provisioning Medical Supplies and Equipment contract, which supports the United States Army Medical Materiel Agency (USAMMA). Under this $20M plus IDIQ contract, MTS, is providing the management, purchasing, assemblage, and shipment of medical supplies/equipment/sets in support of DoD requirements for Iraq and Afghanistan with a staff of 6 employees and one subcontractor. This contract entails the purchasing and receiving of medical supplies and equipment, the assemblage into medical sets as defined by USAMMA, and the shipment of finished product to specific military units identified by USAMMA. During 1998, under the direction of Mr. Arnette, MTS’s owner, piloted a medical supply and equipment standardization program at Walter Reed Army Medical Center, which led to a DOD program for all 13 TRICARE Regions and is still functioning today. As Program Manager, Mr. Arnette led nine TriService Regional Business Offices, each office composed of a Senior Matter Expert Logistician, Senior Mater Expert Clinician and a Data Analyst, over 31 personnel, in establishing and maintaining the databases for extracting regional purchasing data; facilitated clinical product team development and clinical reviews; assisted with formulating, documenting and disseminating standardization decision; determining cost avoidance, and ensuring fairness in the standardization processes for medical equipment and supplies purchased at major military hospitals. He established numerous guidelines, documented the standardization process, many of which are still used today, and established the web portal for the sharing of information across the regions which has now become a major part of the Defense Supply Center, Philadelphia (DSCP) website for standardization. At the end of the Mr. Arnette’s contract, the TRBOs identified potential cost savings of more than $13.5 million while realizing actual savings of $11.4 million. Their excellence was recognized by being nominated by the DSCP Medical Directorate for the 34th DLA Recognition Award.
